I know nothing more about this than the one line on the Owlcatraz website
"Walk through peaceful, spectacular native bush with wooden bridges and the old waterwheel."
Shannon was an important flax processing centre, so it's likely if this is indeed a historical waterwheel that this was for flax rather than flour milling.
A 2015 article mentions the 70 local flax mills, and
says that there was a soon to be erected giant waterwheel planned for the town.
